Random lag spikes while playing

I'm trying to play persona 4 for some nostalgia and to handle the wait for 5, but there are random lag spikes during cutscenes and in the game. No idea what the problem could be. 

My specs are:
Intel Core i7 4720HQ@  2.60 GHz
Nvidia GTX960M
16 GB RAM
Windows 10

I'm using version 1.2.1 and the only settings I've changed is the aspect ratio to fit my widescreen and changed the renderer to DirectX11 (Hardware)
